Special Counsel Services

The Eugene Water & Electric Board (EWEB) requests multiple proposals from legal firms interested in providing special counsel guidance and representation in regards to the following categories of expertise ("Area of Practice").
  • Environmental / Hydro Licensing
  • Water Rights and Wholesale Water Purchase Agreements
  • Power Supply
  • Power Trading / Risk Management
The intent is to establish agreements with qualified law firms or independent attorneys who will be contractually available to provide these services on as "as needed" basis. EWEB is not guaranteeing any amount of work during the term of this Contract. Contracted Counsel will be assigned cases based upon specific qualifications, contract terms, and availability.

Firms shall submit one proposal package containing a separate questionnaire response for each category they wish to propose services for.

Proposals shall be submitted to Sandra Hahn, Purchasing Office, Roosevelt Operations Center, 4200 Roosevelt Blvd, PO Box 10148, Eugene OR 97402, before 2 p.m. PT August 15, 2014. Proposals will not be accepted after this hour and date.

Metro is recruiting for an attorney to serve primarily as labor and employment legal counsel, at either the Assistant or Senior Assistant Attorney level, depending on experience and qualifications. The Assistant Attorney or Senior Assistant Attorney provides legal services as directed by the Metro Attorney for the Metro Council and the Chief Operating Officer for directors and staff at Metro and at its venues. Works closely with the Human Resources staff. Provides services to the various Metro facilities, including but not limited to the Oregon Zoo, the Metropolitan Exposition Recreation Commission, Portland Centers for the Arts, the Oregon Convention Center and the Portland Expo Center. Provides in-house advice and counsel on a variety of legal issues and problems, and represents the agency in court and administrative proceedings.

Minimum Requirements
An active license to practice law in Oregon, graduation from an accredited law school and active membership in the Oregon State Bar association. This is not an entry-level legal position; a minimum of three years' active experience as an attorney is required.

Legal Counsel I
Graduation from an accredited law school and active membership in the Oregon State Bar association, and at least three (3) years working in labor and employment law, or any combination of experience and education that provides the applicant with the desired skills, knowledge and ability to perform the job. Requires license to practice law in the State of Oregon.

Legal Counsel II
Graduation from an accredited law school and active membership in the Oregon State Bar association, and at least seven (7) years working in labor and employment law, or any combination of education and experience which provides the applicant with the knowledge, skills and abilities to perform the job. Requires license to practice law in the State or Oregon.
